Starting Problem ?

I have a T4 diesel 1.9 Baseline from 1995, 165,000km op de teller.
Yesterday I noticed that the row of lights under the Speedometer and clock were not illuminated as is normal, for instance when the handbrake is on etc. The Radio and all electrics work fine but the Van will not start ? The accu is relatively new and the Alternator is fine. In the past with a previous T4 I had problems with the Alternator but that was highlighted by a slow dimming of the lights and the radio going out and the small accu light flickering.
Does anyone know what the problem could be ?

perhaps the 109 relais ?

relais 109 isn't mounted in a 1.9
perhaps the electric part under the key.
That is a small white part and can cause a lot of strange problems.
